KARACHI: Faced with growing complaints of human rights violations, a fact-finding mission of the Human Rights Commission of Pakistan concluded on Monday that the Rangers-led Karachi operation launched in September last year had failed to achieve its targets.

The mission, which assessed the law and order situation in Karachi from July 17 to July 20 after getting inputs from representatives of the media, civil society, political parties, minorities, government and law enforcement agencies as well as the families of victims, observed that the “objectives of the operation have not been met”.

Nandi pur power project fails to yield requisite results

ISLAMABAD: 425-megawatt capacity Nandi Pur Power Project has failed to yield the desired results despite all out efforts by the federal government.

National Transmission and Despatch Company (NTDC) sources said supply of electricity to the power system has not been started through Nandi Pur Power project so far. The diesel based production of electricity costs heavily and on the other hand this plant is not capable for functioning on furnace oil.

Sources stated power generation process be started when the plant becomes capable of producing electricity through furnace oil.

When contacted Capt (Retd) Mehmood Managing Director of the project said this plan can run on both diesel and furnace but the infrastructure of furnace oil has not been developed so far. However it is in final stage.

He indicated that plant has become capable for generating electricity through furnace oil till September.

He said government has directed to run it on diesel in the wake of ongoing power short fall. But production of one unit of electricity this way costs heavily and its entire burden will be shifted to consumers shoulders Therefore, we are endeavoring to generate electricity through furnace oil.

The PM also did not make public any measures for the trial of the nefarious elements, whose actions hiked the cost of the project from Rs23 billion to Rs57 billion apart from a massive loss of Rs113bn to the national exchequer, according to a one-man Supreme Court commission of Justice (R) Rehmat Hussain Jafferi.



The commission held in its 94-page report around mid-2013 that the public kitty suffered a colossal loss of Rs113 billion due to the negligence of the Federal Law Ministry under Babar Awan for prolonged dithering on providing necessary approval and completing documents for the execution of 950 megawatt electricity generation projects of Nandipur and Chichon-Ki-Malian.

نندی پور پاور پلانٹ کے مینیجنگ ڈائریکٹر محمود احمد نے دعوی کیا کہ پلانٹ نے اتوار کو پیک آورز کے دوران قومی گرڈ میں 95 میگا واٹ کا حصہ ڈالا۔ تاہم دوسرے متعلقہ لوگ اس دعوی کی نفی کرتے ہیں۔
پیر کو ڈان سے گفتگو کے دوران احمد کا اصرار تھا کہ گزشتہ روز ڈیزل پر چلنے والے نندی پور پلانٹ نے سسٹم میں 95 میگا واٹ کا حصہ ڈالا۔
'اگر ڈیزل میسر رہا تو آئندہ پلانٹ پیک آورز میں روزانہ 95 میگا واٹ پیدا وار کرتا رہے گا'۔

تاہم، پلانٹ کے ملازمین، نیشنل ٹرانسمیشن اینڈ ڈسپیچ کمپنی (این ٹی ڈی سی) اور پاکستان الیکٹرک پاور کمپنی (پیپکو) نے تردید کی ہے کہ پلانٹ نے سسٹم کو بجلی فراہم کی یا پھر یہ کام کرنے کی پوزیشن میں بھی ہے۔

احمد کا مزید کہنا تھا کہ پلانٹ چوبیس گھنٹے دستیاب ہے لیکن اسے پورا دن نہیں چلایا جاتا کیونکہ ڈیزل سے بجلی پیدا کرنا بہت مہنگا ہے اورپلانٹ فرنس تیل پر چلنے کے لیے ابھی تیار نہیں۔

'یہ غلط فہمی ہے کہ پلانٹ فرنس تیل کے بغیر بجلی پیدا نہیں کر سکتا اور یہ کہ افتتاح کے تین دنوں بعد ہی پلانٹ بند کر دیا گیا تھا'۔

این ٹی ڈی سی کے ایک افسر نے بتایا کہ 'تکنیکی اعتبار سےموجودہ حالات میں پلانٹ کو چلانا ممکن نہیں ورنہ اسے وزیر اعظم کے ہاتھوں افتتاح کے تین دنوں بعد ہی بند نہ کرنا پڑتا'۔

'اسے فرنس آئل ٹریٹمنٹ پلانٹ کی ضرورت ہے اور تمام متعلقہ لوگ اس سے بخوبی آگاہ ہیں'۔

انہوں نے مزید بتایا کہ وزیر اعظم کو افتتاح کی دعوت دیتے وقت ٹریٹمنٹ پلانٹ تیار ہی نہیں تھا۔

'ٹریٹمنٹ پلانٹ کے پرزوں کے لیے لیٹر آف کریڈٹ ابھی کھولا گیا ہے اور ان پروزوں کو پاکستان پہنچنے اور تنصیب میں تقریباً تین مہینے لگ سکتے ہیں۔اس وقت تک نندی پور پلانٹ کو ڈیزل یا کسی اور چیز پر چلانا خطرناک ہو گا کیونکہ یہ پلانٹ صرف فرنس تیل استعمال ہونے کے لیے ڈیزائن ہوا تھا'۔

پلانٹ پر کام کرنے والے ایک ملازم نے بتایا کہ اتوار کو انتظامیہ کی جانب سے اسے عارضی طور پر چند گھنٹے چلانے کی درخواست کی گئی تھی لیکن انجینئرنگ، پروکیورمنٹ اور کنسٹرکشن کے ٹھیکے دار نے یہ کہہ کر درخواست رد کر دی کہ وہ پلانٹ کو ڈیزل پر چلانے کی صورت میں کسی قسم کے نقصان کے ذمہ دار نہیں ہوں گے۔

'پلانٹ پر موجود لوگ موجودہ بجلی کے بحران کی وجہ سے حکومت پر دباؤ سے اچھی طرح آگاہ ہیں کیونکہ اس وقت ہر میگا واٹ اہمیت رکھتا ہے، لیکن اس کے باوجود پلانٹ کو کسی خطرے میں ڈالنا بہت مہنگا پڑ سکتا ہے'۔

پیپکو کے افسر نے مزید بتایا کہ سیاسی وجوہات کی بنا پر پلانٹ کا پہلے ہی افتتاح کر دیا گیا۔'لیکن مسئلہ یہ ہے کہ ٹیکنالوجی سیاست نہیں سمجھتی اور اسی وجہ سے یہ لوگ پھنس چکے ہیں'۔

30 جون کو ختم ہونے والے مالی سال کے دوران معاشی ترقی کے بارے میں وزارت خزانہ کے اس اقتصادی جائزے میں بتایا گیا ہے کہ اس سال اقتصادی ترقی کی شرح ہدف سے کم رہی۔

ملک میں غربت کی شرح پچاس فیصد سے زائد ہے جس کا مطلب یہ ہوا کہ ملک کی نصف آبادی غربت کی لکیر سے نیچے زندگی گزار رہی ہے۔
ٹیکس وصولی کی مد میں بھی حکومت اپنے مقرر کردہ ہدف تک نہیں پہنچ سکی اور مئی کے مہینے تک 1955 ارب روپے کے ٹیکس جمع کیے جبکہ پورے سال کے لیے 2475 ارب روپے کا ہدف مقرر کیا گیا تھا۔
زرعی شعبے کے لیے ترقی کا ہدف 3.8 فیصد مقرر کیا گیا تھا جبکہ اس شعبے نے 2.12 فیصد کی رفتار سے ترقی کی۔
