30 ستمبر 2011 کو اتفاق فاؤنڈری کے ذمہ واجب الادا رقم اتنی ہی تھی
اس سے تو یہی لگتا ہے کہ 2011 کے بعد سے بل ادا کر رہے ہیں

پی ٹی آئی سوشل میڈیا ٹیم کی جانب سے سول نا فرمانی کا جواز

کسی پاکستانی کو سمجھ نہیں آ رہی اس وقت کہ خان نے سول نا فرمانی کا اعلان کیوں کیا ہے؟
پچھلے وفاقی بجٹ کے مطابق پاکستان کا ٹوٹل خرچہ تقریباً 4000 ارب ہے لیکن یہ 4000 ارب پاکستان میں ٹیکسوں سے اکٹھا نہیں ہوتا لہذا حکومت کو آئی ایم ایف،امریکہ اور دوسرے ممالک سے قرضہ لینا پڑتا ہے۔اس سال سب سے کم ٹیکس اکٹھا ہوا تھا اسی لیئے حکومت کو سب سے زیادہ قرضہ لینا پڑ گیا ، سول نافرمانی کی تحریکیں امریکہ اور یورپ کے ممالک میں کامیاب ہو چکی ہیں، ایسٹ جرمنی ، نیلسن مینڈیلا کی تحریک اور 1930 میں امریکہ میں چلنے والی سول نافرمانی کی تحریک اسکی مثالیں ہیں، خان نے اس لیئے اس تحریک کا اعلان کیا ہے کہ ہمیں تو یہ بادشاہ سلامت غلام سمجھتے ہیں اس لیئے ہماری کسی بات کو سیریس نہیں لیتے، اس لیئے خان نے یہ فیصلہ کیا کہ انکو ان کے آقاؤں سے جوتیاں پڑواؤ، جب آئی ایم سمیت کوئی بھی ہمیں قرض دیتا ہے تو وہ مختلف شرائط رکھتا ہے، جیسے بجلی گیس اور دوسری چیزوں کی قیمتیں بڑھانا، جب خان نے یہ اعلان کیا تو آئی ایم ایف سمیت ان تمام ممالک نے اس اعلان کو بہت اہمیت دی، اور کل رات آئی ایم ایف نے پاکستان کے ساتھ ہونے والی میٹینگ اس اعلان کی وجہ سے منسوخ کر دی اور کہا کہ اگر ہم سے پیسے لینے ہیں تو پہلے یہ تحریک ختم کرواؤ، لیکن عوام کو یہ بات منظور نا تھی اسی لیئے خان نے پہلے 7 دن،پھر 3 دن اور اب 2 دن تک محدود کر دیا اور نواز شریف کے استفے سے مشروط کر دیا، اب آئی ایم ایف اور دوسرے ممالک کی طرف سے بھی پریشر پڑھے گا کہ یا تو یہ تحریک ختم کرو یا استعفٰی دو، اگر یہ اُن سے قرضہ نہیں لیتے تو اُنکی قسطیں تو دینی ہیں نا، اسلیئے اب وہ انکا جینا حرام کریں گے اور اُن سے پیسے لینے کیلئے تو یہ لوگ اُنکے آگے جھکنا تو دور کی بات لیٹنے کو بھی تیار ہوتے ہیں، اب آپ غور کرو کہ خان نے ایک تیر سے 2 شکار کیے ہیں، سول نافرمانی کا اعلان کر کے باہر سے حکومت پر دباؤپڑوانا شروع کر دیں اور نواز شریف کے استعفے کے ساتھ مشروط کر دیا اور 2 دن کی ڈیڈ لائن دے کر عوام کا پریشر بھی بڑھا دیا،
اسی تناظر میں آپ خومت کی 2 حرکتیں نوٹ کریں
1 : اگر یہ قوم کے ساتھ مذاق ہے اور یہ فیل ہو جائے گی تو پھر تو حکومت کو سکھ کا سانس لینا چاہیئے اور آرام سے بیٹھ کر اس مارچ کی ناکامی کا انتظار کرنا چاہیئے، لیکن حکومت نے اس کو ہائی کورٹ میں چیلنج کر دیا ، کیوں؟؟
2 : اس اعلان کے بعد چوہدری نثار نے پریس کانفرنس میں کہا کہ اگر خان 10 لاکھ آدمی اکٹھے نہیں کر سکا تو اس میں ہمارا کیا قصور ہے، سوچنے کی بات ہے کہ اگر خان اکٹھے نہیں کر سکا تو ٹینشن تو خان کو ہونی چاہیئے نا کہ حکومت کو؟
اس لیئے یہ بات غلط ہے کہ حکومت میں پریشانی کم ہوئی ہے،بلکہ بڑی ہے کم نہیں ہوئی
خان نے کل کہا تھا نا کہ میں آج وہ اسپیل کروانے جا رہا ہوں جو میں نے بھارت کو بھارت میں کروا کر اُسکو ہرایا تھا۔
اور خان کے منہ سے آپ نے کئی بار یہ بھی سنا ہو گا کہ میں گوروں میں 20 سال رہا ہوں اور میں اُنکو اچھی طرح جانتا ہوں، خان نے وہ ڈیلیوری ماری ہے جو کسی کی سمجھ میں نہیں آئی ، لیکن کمال کی ماری ہے
اس لیئے اب اسکو زیادہ سے زیادہ آگے پھیلاؤ تاکہ لوگوں کو اسکی سمجھ آئے اور خان کے جو سپورٹر فضول میں غصہ کر ہے ہیں وہ ٹھنڈے ہو جائیں : شکریہ

Imran Khan Declares Sharif's Government Despotic and Dictatorial

Imran Khan in his speech on 17th August 2014 called for nationwide civil disobedience in Pakistan and urged his supporters to stop paying taxes and utility bills in order to bring the Government of Nawaz Sharif onto its knees. As soon as Imran Khan announced the civil disobedience movement, analysts and journalists around the country went crazy and termed it as the biggest blunder of Imran's political career. However, almost all of these intellectuals have failed to see the case that Imran Khan has built for his mass movement. In order to explain the rationale for the movement, one needs to first understand the concept of Odious Debt.

Odious Debt:

In international law, Odious Debt or illegitimate debt is defined as:

National debt incurred by a regime for purposes that do not serve the best interests of the nation. According to International Law, such a debt is not enforceable upon the state and are considered as personal debts of the regime/government that incurred these debts. In some respects, the concept is analogous to the invalidity of contracts signed under coercion.

The concept of Odious Debt was formalized by Alexander Nahum Sack, a Russian Legal Theorist. The basis of Sack's legal formalization were precedents such as the repudiation of Mexican debts incurred by Emperor Maximillian's regime and the denial by the United States of Cuban liability for debts incurred by the Spanish Colonial regime.

According to Sack:

When a despotic/dictatorial regime contracts a debt, not for the needs or in the interests of the state, but rather to strengthen itself, to suppress a popular insurrection, etc, this debt is odious for the people of the entire state. This debt does not bind the nation; it is a debt of the regime, a personal debt contracted by the ruler, and consequently it falls with the demise of the regime. The reason why these odious debts cannot attach to the territory of the state is that they do not fulfil one of the conditions determining the lawfulness of State debts, namely that State debts must be incurred, and the proceeds used, for the needs and in the interests of the State. Odious debts, contracted and utilised for purposes which, to the lenders' knowledge, are contrary to the needs and the interests of the nation, are not binding on the nation – when it succeeds in overthrowing the government that contracted them – unless the debt is within the limits of real advantages that these debts might have afforded. The lenders have committed a hostile act against the people, they cannot expect a nation which has freed itself of a despotic regime to assume these odious debts, which are the personal debts of the ruler.

Ecuador Debt Writeoff in 2008:

In 2008 Rafael Correa, President of the Republic of Ecuador, declared that much of Ecuador's $3.9 billion in foreign debt was illegitimate odious debt that was contracted by corrupt and despotic prior regimes. Ecuador managed to successfully reduce the price of foreign debt letters significantly before it paid off the remaining debt.

Imran Khan's Masterclass Against Nawaz Sharif That The Entire Nation Failed To Understand:

As soon as Imran Khan announced his Civil Disobedience movement the entire opposition and twitterati erupted into a tirade of jokes asking questions such as, how would PTI supporters not pay GST on milk, bread and other groceries. Or that if they wont pay the utility bills the utility services would be disconnected and so on.

However, none of these so-called intellectuals were able to understand that what this Civil Disobedience movement is aiming to do is declare Nawaz regime a dictatorial regime and hence render all foreign debts that the regime would contract as unenforceable. As, I have already explained that a debt becomes illegitimate if a) the regime that contracts it is despotic and/or dictatorial and b) it was not spent on the betterment of the nation.

The Azadi March by PTI is based on the premise that Nawaz Sharif and his party rigged the 2013 General elections and hence the regime is dictatorial and illegitimate. Before announcing the Civil Disobedience movement Imran Khan went into elaborate details of how Sharif has previously used foreign debt to fill his coffers. What Imran was trying to do here was to establish a case that the foreign debts which this regime would incur would not be spent on the nation but would rather be laundered out of the country to power the business of the Sharif dynasty.

In simpler words Imran has told the entire world and specially the foreign lenders aka (IMF, World Bank and Asian Development Bank) that any loans incurred by the current Sharif regime would not be enforceable on the future governments of Pakistan. To make it abundantly clear to our intellectual elite, Imran is telling the foreign lenders that if he ever came to power, he will not pay back the loans that the Sharif regime would borrow. This means that the foreign lenders have only one option left before them and that is to decline all future loans to the Sharif regime. Since, the Sharif regime relies heavily on foreign lending to finance its budget, the move would cripple the government and will bring it down to its knees without any bloodletting on the streets.

I once read a quotation that Brilliance hits a target that no one can hit, Genius hits a target that no one can see.

Imran's masterstroke against Sharif is such an act of genius that the entire nation is unable to see the target that it has hit. All that PTI and its horde of social media jihadi's now need to do is explain this to the entire nation that:

Since, we consider the Sharif regime as illegitimate, all foreign debts that it would incur would be illegitimate odious debt and hence would not be paid by the future Pakistani governments.

Imran Khan himself needs to do a better job and explain this to the foreign lenders that since the Sharifs always loot and plunder these loans for their personal gains, future PTI/Pakistani government would consider the foreign loans received by the Sharif regime as illegitimate. Once this is made abundantly clear to both the national and international audiences, it does not matter an iota if the civil disobedience movement fails to reduce the amount of taxes collected at the National level.

ISLAMABAD—Cricketer-turned-politician Imran Khan called for widespread civil disobedience in Pakistan, urging supporters to stop paying taxes and utility bills in a bid to oust the government of Prime Minister Nawaz Sharif.

The populist politician also raised the stakes. In a speech following a third day of protests in Islamabad, he warned that after two more days he would no longer be able to stop his supporters from storming the prime minister's house.

Pakistan's Khan calls for civil disobedience

Pakistani opposition politician Imran Khan has called for a campaign of civil disobedience as he addressed thousands of supporters protesting for a second day against the government of Nawaz Sharif in Islamabad.

Khan, who heads parliament's third largest political bloc, on Sunday called on Pakistanis to refuse to pay taxes and utility bills since "the corrupt government was stealing the people's money", and told his supporters that their protests should be without bloodshed.

یاد رہے کہ پاکستان کا بجٹ بہت عرصے سے خسارے میں ہے اور قرض کے بغیر ملک کی معیشت نہیں چل سکتی۔ اگر عمران واقعی دنیا کو یہ باور کرا دیتا ہے کہ پاکستان قرضے کی ادائیگی سے جان چھڑا رہا ہے تو یہ صرف شریف حکومت کا نقصان نہیں ہو گا بلکہ پاکستانی معیشت کی تباہی ہو گی

یہ کونسی تحریک تھی؟
1930 میں سالٹ مارچ ہوئی تھی ہندوستان میں
میں نے پہلے واضح کیا کہ یہ توجیحات یا مراسلے پی ٹی آئی سوشل میڈیا کی جانب سے پیش کئے گئے ہیں میں نے صرف کاپی پیسٹ کئے
مجھے جو توجیح سمجھ آئی وہ یہ کہ حکومت پر دباؤ بڑھانے کے لئے ایک طریقہ استعمال کیا گیا
اس کے لئے ایسے وقت کا انتخاب کیا گیا جب آئی ایم ایف کے وفد کی آمد متوقع تھی
حکومت کو معاشی طور پر بے بس کرنے کی کوشش کی گئی جو کسی حد تک کامیاب رہی
اب حکومت کو اس صورتحال کا سیاسی حل تلاش کرنا ہو گا ورنہ بجٹ خسارہ پورا کرنے کے لئے مزید مہنگائی کا سہارا لینا ہوگا مزید یہ کہ اپنے بڑے بڑے نمائشی منصوبے ترک کرنے ہونگے

جبکہ اگر آپ زرقا بہن کے مراسلے میں دئیے گئے لنک کو اوپن کریں تو 31 جولائی 2014 کی لسٹ دیکھائی دیتی ہے
تینوں جگہ اتفاق فاؤنڈری کی واجب الادا رقم ایک جیسی ہی درج ہے
اس سے یہی لگتا ہے کہ وہ اب بل دے رہے ہیں اسی لیے واجب الادا رقم میں اضافہ نہیں ہو رہا
