islamabad: Iran has allocated a separate budget for supplying 100 megawatt electricity free of cost to gwadar port in pakistan in order to ease the growing power crisis there.

All the groundwork in this connection has been completed and the power supply would start as soon as pakistan finalized work on transmission lines, said the ambassador of iran to pakistan mashaallah shakeri in a meeting with the federal minister for communications dr arbab alamgir khan here thursday.

The federal minister told the ambassador that practical steps should be taken to implement the agreement signed between pakistan and iran last year to start bus service between quetta and mashad.

The minister said that pakistan and iran shared a long history of friendly relations and underscored the need to enhance mutual cooperation in various sectors of economy. He said that pakistan was working to develop new communication links with iran in order to increase its share of trade with the latter.

He informed the ambassador that a new road connection with iran through makran coastal highway will be opened soon which he hoped will go a long way in bringing the people of the two countries closer together. He said the opening of the new route will link gwadar port with the iranian port in chabahar which he said could bring enormous economic benefits to the two countries. He also hoped that iran would facilitate pakistan as a transit to export its commodities to turkey and offered the government’s full cooperation to the iranian traders in their efforts to get access to the chinese markets.

The ambassador said that his country shared pakistan’s desire to increase bilateral cooperation in various sectors. He said that iran wanted to import citrus fruit and vegetables from pakistan.

He also informed that iran would soon start a special train service between zahidan and mashad for passengers coming from pakistan. He also proposed for the creation of a joint pak-iran shipping company.

The minister said pakistan would welcome iran investment in its road sector and assured him about government’s support in this regard. He also appreciated ambassador’s proposal for a joint shipping company and said that such a step would benefit the shipping industry in both the countries.

Iran ready to help Pakistan meet energy needs: Shahbaz Sharif
TEHRAN, May 16 (MNA) -- Punjab Province Chief Minister Shahbaz Sharif visited Iran from May 12 to 14 for talks with Iranian officials on increasing cooperation, especially in the areas of trade and energy.

Sharif called Iran’s industrial progress since the Islamic Revolution awesome after visiting an Iran Khodro Industrial Group car-manufacturing plant, the Tehran Metro, and Milad Tower on Thursday.

It is a matter of pride and joy for Pakistanis to see that their Islamic neighbor has made such progress in every field, and especially the industrial sector, despite the many sanctions and restrictions that have been imposed on the country, he added.

Iran’s Energy Ministry has agreed to cooperate with Pakistan, which is facing a 4000-megawatt energy shortage that has caused the closure of many industrial companies, hampered the agricultural sector, and led to frequent power outages throughout the country.

On Thursday, Iranian Energy Minister Parviz Fattah told the chief minister of Pakistan’s biggest province that Iran is prepared to help in the efforts to establish solar, wind, hydroelectric, gas, and coal power plants in Punjab Province.

The Punjab chief minister said Pakistan has 263 million tons of coal reserves and would like to utilize cutting edge Chinese technology and attract Iranian investment to establish two 100-megawatt capacity power plants in Punjab Province, one in Lahore and another in Faisalabad.

Sharif, who is also the leader of the Pakistan Muslim League-N, the second biggest party in the country’s parliament, said Punjab Province also seeks to attract Iranian investment for joint ventures to establish a wind power plant in Photohar and a hydroelectric power plant in Taunsa Barrage, which is located on the Indus River.

He invited the Iranian energy minister to visit Pakistan to study the possibilities for cooperation in these projects.

Fattah accepted the invitation, saying that it would be great to work with Punjab Province, which has a larger population than Iran.

Sharif was accompanied by Pakistan’s ambassador to Iran, M.B. Abbasi, Punjab Provincial Minister for Finance, Planning and Development Tanvir Ashraf Kaira, and Punjab Provincial Minister for Local Government Sardar Dost Muhammad Khosa.

Sharif’s delegation also included Punjab provincial assembly members and Pakistani industrialists and businessmen.

The Pakistani delegation spent many hours at the Iran Khodro plant and held discussions with the Iranian car company’s officials on the possibilities for cooperation between the two countries in the car industry.

Sharif acknowledged the quality and high standards of the vehicles manufactured by Iran Khodro.

At a press conference at the Pakistani Ambassador''s residence in Tehran on Thursday night, Mr. Sharif said that he began his trip to Iran in Mashhad at the Shrine of Imam Reza (AS).

After a few more opening remarks, he answered reporters’ questions.

He said Pakistan wants to solve the problems caused by the Pakistani Taliban through economic and social measures, although military measures are also sometimes necessary. But he pointed out that Pakistani officials are aware that the extremism problem cannot be solved by military measures alone.

He also stated that he believes that former Pakistani President Pervez Musharraf’s policy on the Taliban was wrong.

Commenting on his trip, he said that Iran has a society that is vibrant and moving forward.

Islamabad would like to strengthen Iran-Pakistan ties in the fields of trade, culture, industry, and energy and would also like to start many joint ventures with Iran, he added.

Pakistani officials want to meet the country’s energy needs through cooperation with Iran in the gas and oil sectors, he said.

He went on to say that he signed a memorandum of understanding in Mashhad for joint exhibits in Lahore.

He noted that he was very impressed by Mashhad’s expo center.

Sharif said he also visited Ferdowsi University in Mashhad, which will be establishing an Iqbal Department in the near future, and added that Punjab University in Lahore has decided to establish a Ferdowsi Department.

On the recent Pakistan donors conference in Tokyo, he said that it would be much better for Pakistan to look inward and not outward and to try to move toward self-reliance.

pakistan, iran finally sign gas pipeline accord

iran to provide gwadar port 100mw free of cost

islamabad: After fourteen years of delayed negotiations over the iran–pakistan–india (ipi) gas pipeline project, pakistan and iran have finally signed the initial agreement in tehran on sunday.

The project, termed as the peace pipeline by officials from both countries, has been signed by president zardari and president mahmoud ahmadinejad of iran on the sidelines of the tripartite summit on afghanistan security in tehran.

However, talking to the iranian official news agency irna the iran’s oil ministry had said that negotiations on the ‘peace pipeline’ project were still underway between iranian and the pakistani delegations, which would allow iran’s gas to be exported to pakistan.

The pakistani delegation negotiating the project was led by the advisor to the prime minister on petroleum dr asim hussain, who is accompanied by petroleum ministry officials and a technical team headed the managing director inter state gas systems (isgc), syed hasan nawab.

The isgs is a semiautonomous body looking after pakistani interests in the international gas pipeline projects to import gas from iran and turkmenistan.

The federal cabinet had earlier agreed to allow the import of one billion cubic feet of gas at the rate of 80 per cent of the price of crude oil.

‘the next phase was to sign the gas sales purchase agreement with iran,’ member of the delegation told dawn.

Official sources said that soon after signing of the gas sales purchase agreement work would start at the designing of the project.

‘pakistan has already appointed a german designer is ‘ilf’ for the pipeline,’ petroleum ministry sources said, adding that the pipeline would enter pakistan from its border near gwader area to nawabshah, which is the hub of gas pipelines in the country.

The ipi project was conceived in 1995 and after almost 13 years india finally decided to quit the project in 2008 despite a severe energy crises in that country. Pakistan is also facing severe criticism from the us over any kind of economic deal with iran.

Official sources say that the sudden change of stance from the pakistani government and the pace of developments at the project suggest that the strong us opposition has softened.

According to the initial design of the project, the 2,700 kilometre-long pipeline would cover around 1,100 kilometres in iran, 1000 kilometres in pakistan and around 600 kilometres in india, and the size of the pipeline was estimated to be 56 inches in diameter.

‘we are still hoping that india would join the project but in other case the size of the pipeline would be reduced to 42 inches as initially estimated,’ an official of isgs said.

However sources in the isgs said designing and finalising the reports of financial consultants would take up to one year and the work over the project can be started by mid of 2010.the estimated project completion time is between five years.

Sources in the petroleum ministry said that despite cabinet approval pakistan would negotiate to get the gas prices lowered.

The official report prepared by the petroleum ministry and the isgs said that the gas would be purchased for power generation and it would enable pakistan to generate 5,000 megawatts (mw) power.

The petroleum ministry also said that power generation and usage of imported iranian gas by heavy industries would result in annual saving of up to $1 billion in furnace oil imports, if the crude oil prices are at $50 per barrel.

The reports and calculations forwarded by the isgs further said that there would be an annual saving of $735 million, compared to if the equivalent quantity of lng was imported for power generation, and the saving will increase in line with the hike in global crude oil price.
