The best known Urdu font on the web -- "Nafees Web Naskh" font-- has been released under the GPL license. This means that it can now be distributed with GPL software like the X, Linux distros, Open Office, etc.
Here is the copy of the announcement by Dr. Sarmad Hussain, Director of CRULP (Centre for Resarch in Urdu Language Processing, Lahore, Pakistan).

Nafees Web Naskh has been released Open Source GPL (not LGPL or BSD).
It can certainly be included in Linux distros and OO. There should
not be a problem.

The Nafees Web Naskh font itself is available for download. The original license as stated on the download page remains valid for non GPL uses (my understanding).
